Do external stakeholders need to create accounts?
No. Each stakeholder gets a unique link. Opening it drops them straight into the lane that persona is allowed to see. Revoke the link and access ends.
Can a vendor see another vendor's pricing?
No. Every vendor sees only their own POs, COIs, W-9s, and requisitions (even when two of them share a project). The walls are enforced at the data layer.
Can volunteers who are not city employees use the app?
Yes. Volunteers join the event with scoped access: their shift, their zone, their check-in, and the emergency guide. They never touch staff scheduling or internal records.
Will the records satisfy an after-action review or a records request?
The operational record is built for exactly that. Incident reports carry timestamp, GPS, photo, and reporter. Every change is in an immutable audit log, and logs export cleanly.
Can we pilot this on a single event before a wider procurement?
