Does it work when the site has no signal?
Yes. Compass is offline-first. Punches, photos, and log entries queue on the phone and sync when coverage comes back. A generator field with zero bars still gets documented.
Who can close out an incident report?
Anyone on site can file one from the phone, anonymously if they want. Closing it is a manager sign-off. That split is enforced by role, so nothing quietly disappears between the field and the file.
Will the AHJ accept the inspection output?
The templates render to a signed PDF with pass/fail per item, photo evidence, and the inspector's sign-off timestamp. That's the format fire marshals and building officials ask for.
