A manifest is the canonical list — of credentialed crew, of ticketed guests, of accommodation-block residents, of vehicle passengers. Manifests reconcile against the gate scanner: every credential or ticket on the manifest scans to accepted; everything else scans to denied. A clean manifest is the difference between a smooth gate and a 30-minute line.
